90 Raptor Wiring

Hey all. I'm new here. I am working on a little Raptor I picked up. I found that the wire leading into the carb is broken. There is a little spring attached to it, and is no longer being held into the bolt. I'm assuming this is part of the safety coil firing system, but I cannot get the little guy to even try to start. One, I think the starter solenoid is out, but this has got me boggled. I put my voltage meter on it and with the red lead touching it, and the black lead touching the inside of the bolt where it is supposed to be mounted, I am getting 12v(or whatever the battery reading is). What's interesting is that the bolt this goes in, is also holding down an eyelet wired into the same harness plug. It is reference #34 on this page. Why would there be a heater? This isn't a diesel. Anyways, was wondering if anyone new what this really is, or had an idea of a work around on it?
