Beluga 125 Two Stroke

Hi folks,
I have a 125cc two stroke Beluga which had a blocked carb when i bought it. The workshop manual shows a pipe from the carb to the BVSC. I haven't a clue what a BVSC is. can anyone help? With the pipe connected, the scoot dies. Unconnected and blocked off, it runs OK? Forgot to say that it is a 1986 UK registered model very similar to the Riva.
