I have a 97 yamaha 600r and the throttle does't snap back when I release it the way it should. Is there a way for me to fix this problem myself? Any help is greatly appreciated

Most likely it's an old rusted cable or kinked somewhere, remove the tank and check it out...

Thanks, I'll look into it this weekend. Also, once I remove the tank, if I should find that the cable is kinked or rusted, is cable replacement and immediate need?

Also check to see if your grip is sliping and is touching/sticking to the bar end.
