Click on "User CP".
Goto settings and options, click "Edit Avatar"
Select a stock image or scroll to "custom avatar" section and browse to the pic of your choice
Note: The maximum size of your custom image is 133 by 133 pixels or 200.0 KB (whichever is smaller).

You can add a signature line as well under the same settings and options section.
