Just bought an 08 WR250X and I am have to hit the foot shifter twice to get it in to gear. Im assuming this is not normal is it.

Typically, no. Might want to adjust the clutch cable some. If you're still having problems with it, bring it back to the dealer and have them look into it.

if the bike is new, then this could be part of the getting used to the bike.
what I mean is if the idle is high It will be hard to get into gear .
or if the choke is on raising the idle the bike will be hard to get into gear.
the higher the bike is revving the harder it will be to get into gear even using the clutch especially on cold start or when it is first started.
the other thing is break in- trans are stiff and clunky when the bikes are new , but my guess is if its not clutch cable like fjorn said it may be idling to high.

+2 on the break in. After break in and a couple of oil changes, if it persists, bring it back to the dealer.
